Monserrat Caballero was born in the city of Oaxaca de Juárez, from which her mother and siblings later migrated to Tijuana, when she was two years old, being the third daughter of her six siblings.
She graduated with a law degree from the Center for Technical and Higher Education (Cetys) Campus Tijuana, a career that culminated while working in the Attorney General's Office of the State of Baja California (PGJE), today the Prosecutor's Office, in the criminalistics area of his field.
She also worked in the Organic Unit of Intentional Homicides, as an assistant in the Public Ministry, and later in expert services began to develop activities as an expert in criminalistics, graphoscopy and study on latent causes of suicides.
From 2019 to 2021 she was a deputy for District XIII in the XXIII Legislature of the State of Baja California,1 but her political career dates back to 2012, where she participated for the substitution of a federal deputation through the Movimiento Ciudadano party, although showing He openly expressed his sympathy for what was then a civil association, the National Regeneration Movement, to later participate in the affiliation of sympathizers to this party after November 2012.
In the XXIII Legislature she served as president of the Political Coordination Board of the XXIII Legislature, being the only woman to head it for three consecutive terms.
In the 2021 Baja California state elections, she obtained the municipal presidency of Tijuana, becoming the first woman democratically elected to head said city council, being elected with 193,513 votes.
