Spotlight: U.S.-Russia sister cities

In 1973, representatives from the U.S.S.R. Twin Towns Association and Sister Cities International met to discuss the guidelines for developing a sister city program between the two countries, marking a new era as communities moved past fears initiated by the Cold War. In 1977 there were 5 sister city partnerships, and by the time of the ground-breaking U.S.-U.S.S.R. Sister Cities Conference in 1989 there were 36 recorded affiliations.
